Linux mint ubuntu php errors not displayed in the browser

I've read a number of article and other threads which indicate that the following values should be applied in the file /etc/php5/apache2/php.ini :

open file php.ini and find this text display_errors or display_startup_errors

change value off to on like this

display_errors = On

 

display_startup_errors = On

I've restarted apache2 and even restart my computer but for the life fo me i just get working.

sudo service apache2 restart
